Colin Wiltshire, Managing Partner of Wiltshire Consulting
Inc, has over 25 years experience reviewing and analyzing
the operations of federal government departments and agencies
and advising on design and implementation of management practices
that optimally balance achievement of objectives and management
of risk. He has been instrumental in developing methodologies
for clients interested in new approaches for threat and risk
assessments, assessments of significant risks, organizational
risk profiles, control and risk self-assessments and "frameworks"
for organizational-wide management of risk.
Colin is a Chartered Accountant, Certified Fraud Examiner,
Certified Internal Auditor and has a Certification in Control
Self Assessment. He qualified as a C.A. with one of the largest
international accounting/consulting firms, auditing some of
Canada's best known major corporations (e.g., Canadian National
Railways, Molson Breweries Ltd.). Colin is a recognized leader
in the audit profession, having served as President and a
long-time Governor of the Ottawa Chapter of the Institute
of Internal Auditors. He is also a recognized leader in the
development and use of innovative audit methodologies.
In addition to the many audit and audit developmental projects
he has been requested to undertake by clients (e.g. Redesign
of the Continuous Audit Process for the Bank of Canada) he
has become one of Ottawa's leading Risk Management Consultants
(especially as risk relates to audit). He is a member of the
Society for Risk Analysis and the Global Association of Risk
Professionals. He is the author of Managing Risk and Risk
Acceptance published in Optimum, the Journal for Public Sector
Management. In 1998, he founded the Ottawa Risk Management
Forum, a networking group that brings together individuals
interested in risk management from a variety of backgrounds.
Colin has conducted 30+ risk management projects and taught
50+ risk management courses over the past 5 years. In 2001,
Colin's expertise in the field of risk management lead to
a collaborative project with Treasury Board of Canada Secretariat
(TBS) to develop a government-wide Integrated Risk Management
(IRM) framework.
Colin brings to his clients a unique blend of audit skills
and expertise in the management of risk and organizational
