Irene Marchenko, Partner and Director at
Wiltshire Consulting Inc., brings over 20 years of experience
in providing senior executives with the necessary strategic
direction to enhance the integrity of decision-making and
stewardship of resources, through more proactive management of
risks and expected results. Irene holds a Canadian Risk
Management (CRM) designation, a combined B.A. in
Psychology/Sociology, a Bachelor of Education and is a member
of the Global Risk Management Institute and Institute for
Internal Auditors.
Irene’s main areas of expertise include
governance and accountability, risk management, audit and
review and change management. She is responsible for the
development and delivery of a full suite integrated risk
management and assurance products and services. Irene has a
proven track record in creating integrated Enterprise-wide
Risk Management (ERM) solutions that have demonstrated due
diligence and met stakeholders’ demands for openness,
transparency and accountability.
Of particular note, are her
accomplishments in advancing the risk management maturity
through innovative and tailor-made Corporate Risk Profiles and
Management Plans and ERM Frameworks that have enabled
organizations to effectively reduce risk exposure and respond
to strong change imperatives such as resource restraint,
market sustainability and quality improvement.
Irene has delivered a host of compelling
training programs that demonstrably improved the capacities of
top executives, managers and staff in applying risk management
tools and techniques within strategic decision-making and
day-to-day operations. She co-authored the 2004 Treasury
Board of Canada Secretariat (TBS) Risk-Based Audit Framework (RBAF)
Guide and assisted many federal departments and agencies in
implementing value-added risk management strategies and
integrated risk-based accountability frameworks that fulfilled
TBS requirements for program and policy initiative funding
renewal.
Irene has directed major government
internal audits and reviews that provided assurance for
enhanced cost-effectiveness and efficiency of policies and
management control frameworks in sustaining due diligence and
transparency in resource expenditures. As an Office of the
Auditor General of Canada (OAG) senior manager, she designed
and implemented comprehensive and value-for-money audits that
generated recommendations which withstood internal and
external departmental and PSAC challenges.
Most recently, Irene’s impressive breadth
of experience and unique skills mix have been instrumental in
the design of innovative approaches which combine change
management strategies with ERM concepts to facilitate
successful organizational transition and transformation. This
ERM implementation approach has been adopted by numerous
federal and provincial clients, including TBS – the federal
government’s risk management champion.
